Which Party Got More from the Shutdown?

November 20, 2025

Democrats were frustrated at the end of the government shutdown, with party in-fighting spilling into the open and the progressive base publicly calling for new leadership. Americans agree as most believe President Donald Trump and Republicans got more of what they wanted, according to latest CBS News/YouGov poll.

By The Numbers:

  • Fifty-five percent of Americans said Trump and Republicans got more of what they wanted from the government shutdown. Only 6% of Americans said Democrats got more of what they wanted, 15% said both parties got what they wanted, and 24% said neither party got what they wanted.

  • Democrats believe their party compromised too much. Fifty-five percent of Democrats said their party compromised too much, compared to just 17% of Republicans who said Republicans compromised too much.

The Bottom Line: Trump and Republicans did emerge with more wins from the shutdown, however, Democrats succeeded in putting health care front and center. How both parties handle the issue now will determine who wins the next round.
